để đẩy mạnh hơn nữa công tác vận động cho nhân quyền và dân chủ ở Việt Nam

Nhằm tận khai thác các thành quả của cuộc tổng vận động kéo dài 2 tuần lễ vừa qua, chúng tôi nay tuyển nhân sự cho một chức năng mới: Giám Đốc về Quốc Tế Vận.  Nhiệm vụ tiêu biểu của nhân sự này gồm có:

(1)   Liên lạc thường xuyên và phối hợp chặt chẽ với các cơ quan chính quyền Hoa Kỳ, chính quyền Liên Âu, các định chế nhân quyền LHQ, và các tổ chức quốc tế về nhân quyền;

(2)   Vận động các biện chế tài tập thể đối với chế độ và chế tài cá nhân đối với các giới chức vi phạm nhân quyền nghiệm trọng ở Việt Nam;

(3)   Phối hợp và yểm trợ hoạt động của các nhóm vận động người Việt đã được hình thành ở nhiều thành phố và tiểu bang Hoa Kỳ và tại một số quốc gia khác;

(4)   Phối hợp với các hãng luật Hoa Kỳ để đòi chính quyền Việt Nam bồi thường tài sản đã chiếm đoạt của công dân Hoa Kỳ gốc Việt.

Sau khi tham gia cuộc tổng vận động ở Quốc Hội Hoa Kỳ năm thứ 8 do BPSOS tổ chức và theo dõi cuộc vận động liền sau đó do BPSOS phối hợp tại Hội Nghị Cấp Bộ Trưởng Về Thăng Tiến Tự Do Tôn Giáo, một mạnh thường quân quyết định ủng hộ 120,000 Mỹ kim để giúp BPSOS đẩy mạnh thêm nữa nỗ lực quốc tế vận trong 18 tháng tới. Hình thành chức năng “Giám Đốc về Quốc Tế Vận” là một phần của kế hoạch gia tăng quốc tế vận.

Advocacy Director – Job Announcement

Background Information

BPSOS empowers, organizes, and equips vulnerable communities for their pursuit of rights and justice.  We do that through international advocacy, building capacity for at-risk individuals and disenfranchised communities in Vietnam and other countries in Southeast Asia, and ushering them into the regional community of civil society organizations (CSOs).  The Advocacy Director will be part of BPSOS’s Civil Society Development Initiatives, the objectives of which include: (1) to build capacity for communities and CSOs in Vietnam, (2) to connect them with sources for long-term support, (3) to facilitate their networking with local, regional, and international actors, and (4) to conduct advocacy on behalf of at-risk individuals and communities.

Duties & Responsibilities

The Advocacy Director will work as part of the Civil Society Development (CSD) Team, and will assume the following responsibilities:

  1. Maintain regular contact with US and international civil society partners, Congressional offices, the State Department, the US Commission on International Religious Freedom, the International Religious Freedom Roundtable, and other appropriate interlocutors;
  2. Initiate and coordinate advocacy efforts, including but not limited to Country of Particular Concern (CPC) designation for Vietnam under the International Religious Freedom Act (IRFA), Tier Three designation of Vietnam under the Trafficking Victims Protection Act, application of sanctions under the Global Magnitsky Act and IRFA to Vietnamese government officials who have committed severe human rights violations, and conditioning bilateral and multilateral assistance to the government of Vietnam on significant improvements in its human rights practices;
  3. Make use of UN human rights mechanisms, including periodic reviews and reporting to UN Special Procedures;
  4. Collaborate with international human rights organizations to conduct advocacy with UN entities in New York and in Geneva;
  5. Collaborate with Europe-based partners to conduct advocacy with the EU;
  6. Coordinate volunteer advocates in different locations and arrange meetings for them with members of Congress, Administration officials and like-minded human rights organizations;
  7. Work with the Vietnam Property Restitution Project (VPRP) Team to advocate for US Government’s intervention on behalf US citizens with property illegally expropriated by the government of Vietnam;
  8. Work with the Community Engagement Coordinator to maintain a network of advocates across the United States and in other countries;
  9. Facilitate and assist as necessary in the drafting of statements and press releases.

Qualifications & Requirements

  1. A first degree in international studies or another relevant field;
  2. Fluency in English; fluency in Vietnamese preferred;
  3. Prior experience with advocacy with the US Congress, the EU, and/or the UN;
  4. Being a self-starter;
  5. Spirit of teamwork;
  6. Excellent written, communication, and organizational skills;
  7. Ability to multitask, to prioritize, and to respond to shifting priorities, demands, and timelines;

Compensation: The CSD Advocacy Director will be offered a locally competitive package.
