Thư ngỏ gửi những người quan tâm đến đồng bào và đất nước
- Hãy lên tiếng với Quốc Hội, trung tâm quyền lực của nước Mỹ
Trước tình hình dầu sôi lửa bỏng mà đồng bào ở Việt Nam đang phải đối mặt, ngày 10 tháng 7 tới đây BPSOS sẽ tổ chức cuộc vận động ở Quốc Hội Hoa Kỳ nhằm kêu gọi chính quyền Hoa Kỳ lên tiếng mạnh mẽ và có hành động để:
(1) Ngay trước mắt, ngăn chặn việc trả thù các người biểu tình ôn hoà;
(2) Về lâu dài, đòi hỏi chế độ ở Việt Nam phải thực thi các cam kết quốc tế về nhân quyền, kể cả quyền biểu đạt, biểu tình ôn hoà, lập hội, và tự do tôn giáo.
Trong mấy tuần qua người Việt ở hải ngoại hướng về quê hương với lòng quặn đau khi thấy đồng bào đã bị đánh đập tàn nhẫn, nhiều người bị bắt và bị tra tấn, và cũng có một số người đang bị giam và phải đối mặt với án tù đằng đẵng. Họ là những người yêu nước, yêu tự do đã biểu tình để phản đối các dự thảo Luật Đặc Khu Kinh Tế và Luật An Ninh Mạng.
Danh sách tù nhân lương tâm ngày càng dài ra. Tài liệu của BPSOS ghi nhận 170 người tù lương tâm, trong đó gần 2/3 là tù nhân tôn giáo và có không ít người bị án tù rất nặng vì đã can đảm lên tiếng đòi công lý cho các nạn nhân của tại hoạ môi sinh do nhà máy gang thép Formosa gây ra.
Nhà nước Việt Nam ngày càng gia tăng cướp đất của dân, gây ra bao cảnh lầm than cho các “dân oan” mất đất. Họ cũng cưỡng chế đất của các giáo xứ, các nhà dòng, các chùa Phật Giáo, các Thánh Thất Cao Đài… Luật Tín Ngưỡng Tôn Giáo, hiệu lực đầu năm nay, và Luật An Ninh Mạng mới thông qua càng thắt siết các quyền tự do căn bản của người dân. Dự thảo Luật Đặc Khu Kinh Tế, nếu được thông qua, sẽ tăng mối nguy mất nước.
Trước tình cảnh nguy cập của đồng bào và nước nhà, người Việt ở Hoa Kỳ có thể và cần dùng thế công dân để kêu gọi chính quyền Hoa Kỳ tạo áp lực lên Việt Nam. Đó là mục đích của Ngày Vận Động Cho Việt Nam vào Thứ Ba 10 tháng 7 tới đây. Trong những ngày tháng tới đây chắc chắn là người Việt ở khắp Hoa Kỳ sẽ liên tiếp và luân phiên tổ chức các buổi biểu tình rầm rộ để yểm trợ tinh thần cho đồng bào ở trong nước. Chúng tôi kêu gọi các người tham gia, nhân cơ hội đông người ở cùng một chỗ, hãy lấy chữ ký để kêu gọi Quốc Hội Hoa Kỳ, nơi làm luật và quyết định chính sách đối ngoại, lên tiếng và hành động. Trong mùa bầu cử hiện nay, tiếng nói cử tri sẽ được đặc biệt quan tâm. Chúng tôi đã thảo sẵn thỉnh nguyện thư dưới đây để quý vị tuỳ nghi sử dụng.

Dear Speaker Paul Ryan:
We, the undersigned, respectfully urge you to promptly bring Vietnam Human Rights Act, H.R. 5621 to the floor and ensure its passage. This legislative action by the U.S. Congress would be the proper response to the escalating human rights violations in Vietnam.
Freedom House rates Vietnam as “Not Free” with one of the world’s most restrictive legal, press and internet environments. Since June 10, the public security police has violently assaulted and arrested hundreds of individuals who peacefully demonstrated against Vietnam’s law to severely restrict internet freedom and its law on special economic zones that would facilitate China’s territorial expansion and economic dominance in the region. At least one American citizen is among those arrested – he is being prosecuted for “disturbing public order.”
The U.S. Commission on International Religious Freedom again this year recommended that Vietnam be designated as a “Country of Particular Concern” for egregious religious freedom abuses. Of the 169 prisoners of conscience in Vietnam as documented by human rights organizations, one third are religious prisoners. The government is actively engaged in widespread forced renunciation of faith.
Historically, the Government of Vietnam has illegitimately seized property from lawful land owners, land users and owners of real estates such as houses, hotels, restaurants, theaters, factories, bank accounts… through expropriation without compensation. The expropriation process in Vietnam is associated with widespread allegations of corruption, lack of transparency, absence of due process, and oftentimes gross violations of human rights. Victims of land expropriations who contest unlawful or unjust practices are often threatened, arrested, and/or tortured by state authorities. Many American citizens and religious communities have fallen prey to Vietnam’s land expropriation policy.
As the U.S.-Vietnam relationship grows, the Vietnamese government should not get a free pass on human rights. The freedom of religion, freedom of the press, Internet freedom, independent labor unions, the protection of women and girls from trafficking, and advances in the rule of law must be critical components of any U.S. led effort to ensure a free and open Indo-Pacific region. No governments that egregiously abuse the freedoms of its citizens can be counted on as a reliable trade or security partner.
H.R. 5621, the Vietnam Human Rights Act (VNHRA), is a bipartisan bill that puts human rights improvements and rule of law advances on equal footing to U.S. trade and security concerns. It also calls on the U.S. Government to protect the properties of American citizens against on-going illegal expropriation by the Vietnamese Government, and to monitor and report efforts made by the Vietnamese government to comply with international human rights standards.
Passing the VNHRA will serve the interests of American citizens and promote human rights, particularly religious freedom, for Vietnamese citizens in general without costing American taxpayers even a dime. Your leadership in this matter is urgently requested.
